Seal was a convicted international drug smuggler with direct ties to Colombian families, particularly the Ochoa family. Seal was the subject of a New Orleans Drug Task Force investigation and was being used a cooperating defendant by Drug Enforcement Administration (D in Miami, Florida, and Las Vegas, Nevada. He was not an FBI informant.
