WFO 65-5044 MWA that "Robert" had repeatedly proposed that "Ruble" be turned over to him, and "May" pointed out that in the light of the infor-- mation available to the Mgb in New York, "Robert" could get better results from "Ruble" than "our line". "May" related that "Robert" suspected that'"Ruble" was connected with s: through other, Communist Party channels. "May" said that*Albert"'. (unidentified) emphasized that "Rubre- was passive in thewRaider"--(probably C VICrORpERLO) Group though "Ruble" could have grven valuable material."May" also documents fromGene" (possibly SONIAXGOLD).D It was stated"that""Robert", according to DC "May" had always been against appointing in one department two of "our" groups (apparently meaning workers in different MGB Groups) and therefore was asking that MGB Probationers (workers)et detereat M3B Gronps} in "Richard's" department be under his leadership to avoid misunderstanding "May" stated that"Robert" didmt want to promote "Ruble" to "Richard's" post unless he was to take "Ruble" into his group. "May" also pointed out, on the other hand, that "Robert" was not quite certain that he would be able to get "Ruble" into this position because it was possible that someone else was already being considered for it. 2/25/45: The MGb Headquarters in Moscow advised the MGB Representative in New York that, according to information available, there was some question, which is not clear to the source, Group. The MGB Representative then referred to an abnormal occurrence, the details of which are not available, and concluded that on the basis'of these facts, the MGb in New York considered "Albert's" iiaison with "Robert" and some other unidentified liaison in "Robert's" Group to be not well organized operationally.
