(w//roue) Key Judgnent 3: Lone actor racially or ethnxally motivated violent extremists (RMVEs) who believe in the superiority of the white race and DVEs with personalized ideologies will probably pose the most persistent threats of nass civilian casuaity attacks judging fron our review of recent attack trends and violent extremist rhetork. A range ot other DVEs motivated by differing ideologies - including involuntary celibate (Incel) violent extremists (IVEs)-- have maintained persistent levels of threat actvity through the years, and we assess that these primarily individuals or small cells will contnue to act based on their perceptions of current evenis.
