WRCARY (w) Miirda Viotent Extremises Vroience Against Law Exkorceanent, Cbex Pexeived (w/rtxuo) We assess that MVEs are driven to act by activities they perceive to be representative Of govermmnent overreach, and they likely post an increased threat to law enforcement, govermnent personnel, and associated facilities during the CO viD~19 pandemic due to their belief that government shtdown orders vioiate the Constiturion. MVE perceptions of government overreach also frequenily include enduring concerns about government-led gun confiscation violating the Second Amendment to the Constituton. Some MVEs use the. "boogaloo" concept to reference a sexond civil war or uprising against the government n response to perceived government incursions on constitutional righis, inciuding the Second Amendment, or other actions perceived as government overreach, Some MVEs' tllegal activities. have aiso been drven by anti-immigrant sentiments, which has led to their targeting of Muslims, suspected undocumented immigrants, and perceived ideological opponents. (Ly/rou0) Between 7-15 Oetober 2020, coordinated arrests dhsrupted 14 MVEs across multipie states, according to a federal criminal compiaint.Six were arrested on federal charges related to a conspiracy to kidnap the Governor of Michigan based on their. perception that the governor infringed upon the Us Constituton. Eight were arrested on state charges for providing material support to terrorism.. Officers, who were contracted with the Federal Protective Service, outside the Lnited States Courthouse in Oakland, California. One of the individuals allegedly shot the offkers, killing one, according to a tederal crinuina! complaint. On 6 June 2020, the same individual allegedly anbushed two Santa Cruz County Sheriff's Office deputies, killing. one, after engaging them with firearms and explosives in Ben Lomond, Califonia,. according to the sane criminal complaint. The shooter was wounded during the 6 June. incident, and, prior to his arrest, used his own blood to write on a car " Boog" and *! became unreasonable," which is language often associated with boogaloo supporters.. (w) On 15 April 2019, a New Mexico-based MVE detained six migrants at gunpoint, according to press reporting and a Department of Justice (DOJ) press release. The MVE was found guilty of talse impersonation of a Border Patrol agent. On 28 January 2017, a self-described MVE firebombed a mosque in Victoria, Texas, according to a DOJ press release.
