7. Purpose:
To set forth how the FBI's Community Outreach Program (COP) shall be constructed in field offices to
enhance public trust and confidence in the FBI through formal and informal outreach initiatives and.

8. Policy Statement:
8.1. Each field office is required to have a COP consisting of formal and informal outreach initiatives and
activities, and must include a strategy for identifying and developing relationships with community
leaders and other individuals who have influence in their communities or may be helpful conduits of.
