original xeguest for linancial assistance for the CpusA was pre-
sented to tho Central Committee of the Communist Party of tho
Soviet Union (Cpsu) in 1958 Ho wrote that he had baen informed
that an international commission of sll socialist countries who
make contributions to a fund to assist othor Communist Parties had
to vote on tho request. ChiLds indicated that the Pirst money
received did not arriye.until late 1958 or early 1959..
Continuing, chrlds indicated that if $2oo,ooo is received
in l960, 1t will be earmarked as follows:.
$75,000 for "The Worker"
$50,o00 for genoral Party work.
$40,o00 for trade union concentration.
$25,000 for Negro work
$10,ooo for miscellaneous items, which.
1ncludes travel exponses..-.
ChiLDs also stated, that for the first timo, the CpusA has
in its possossion some of tho monoy received from the socialist
countries for ALEXANDER TRACHTENBERG and Internationai Publishers.
Further, that the Cpsu has stated that if the CpusA wants to use
some of this money for tho Party, it is all right to do.so.
Again per instructions of DENNIS, ChILDs told HALL that,
in round.numbers, the CpusA has $75,o00 on.hand, and this includes
the funds in the possession of IsADore Worsy. There was also a
"reserve" of $75,000, but somo of this money is not in this country
at the present time but will pe' received later. Again on instruc-
tions of DENNIs, CHILDs told HALL that of the sums recelved rom
until the Party can build up its "roserve". CHiLDS also told HALL
that up to the present time, DEnnis had given the ordors and/or
pormission for any expenditures of funds received. from'the Soviet.
Union.
During this discussion, it. was agreed that hencoforth,.
any cxpenditures of sums roceived from tho Soviet Union will have
to be authorizod by HALL, DENNIs, and CHILDs. However, if it is
not possible during some emergency for all three to meet,. then any
one of the threo may, without prior consultation with the .other
two, authorize an oxpenditure of up to $1,000.. Subsequently, the
other two would be notified and the amout would be takon Trom the
sums received from the Soviet Union.
