Report from Edward J. Ruff, Assistant U. S. Military Attache in tbe
Dominican Republic, adcressed to the American Intelligence Service.
"I want to take this opportunity to clarify my position in connection
with Report No. 428, dated 13 December, 1943, Subject: Gustavo DURAN,
office received a cable from the Military Attache, Eavana, requesting
that disseminatiou of this report to be held up on the grounds thet it
was 'absolutely incorrect'..

ment in the report on Duran is that he was e member of the Cowrunist
Party in Spaiu. From furthcr reports received, this information can
now be evaluated as A-l. For your own knowledge, the information on
Colonel in the Spanish Repablicea Army ard hcd served on' Duran's pro-
motion bourd in Spain, which board was charged with considering recom-
mendations fer pronotion of Spsrish Repubiicas Officers. As our
source was actually sitting on the Board at the tire tlat Duran's
recomendation for prcmotion cane through, he himself saw all Duran's
papers ani letters cf recoumerdation, and had access to conplete
information regarding Du:en's background.
He states, dogmatically, that the records showed Duran to be a member
of the Spanish Cominist Party. Our source hed previously made avail-
able to us the information agreeing with that sent to us by Military
Attache, Havann, except the statenent that Duran entered the Army as
a private. According tc our Agest, Duran was conmissioned directly
Irom civiiian life and given the rank of Major in the Militia.

ent, vas the repcrted fact that Duran is a homosexual. I do not ques-
tion Duren's interest in the arts, his culture or inteliigence.
How-
ever, we only statel in cur report that Duran was a member of the Com-
munist Party, and that we did nst know whether he is still a member of
the Communist Party. I, myself, am convinced that Duran was a Comounist
and consider Ambassador Breden's stetement that he is a "liberal of
the higbest type" to be a euphemism. Under the circumstances, I
believed the reliability of our report still remains as originally
submitted,
The Ambassador here is inclined to concur in my report on Duran, but
has asked thet no further official correspondence on the subject be
sent up. Hence this personal letter from me..
