Gustavo Iuran. As you know, the Departnent has a Security Comittee which confines itself to reviewzing security investigations and to nakirg recomiendations based thereon. Of course, this cormittec has nothing to do with reviewing the. the Department other than as security is involved. I have added this because from our conversation I wculd assume that you seriously question the quaiifications of ir. Duran for enploynent, as distinguished from security consideration. That phcse of lr. Duran's emplomert is not within the scoje of the Security Cormittee. After reviewing the entire record on ir. Luran as procured from all availa'le sources, the Security Cormittee recorruended favorably on ir. Duran. I have carefully eone over the record before the Security Cornittee and I have approved their recormendation. lhile I recognize that the above conclusions are at variance with your owm feelinrs, I have to do ny duty as I see it and I hope that you will reccgnize that I have attempted to exercise ry judgnent feithfully and honestly.
