I asxed Fishback if he would be willing to speak to me. Fishback stated he was at his aparument and I could come to meet him there.. STATEMENT OF FISHBACK: I made contact with lan Fishback at his apartment in Munger Residence Hall. I asked Fishback now long he had been a student at U ot M. He said he had been a student from 2010 to 2012 while gelting his master's degree. Fishback stated he has been at the Wniversity scenes 2015 tor his Ph.D. I asked Fishback where he is in the process of getting his Ph.D. Fishback said he is prepared to derend his dissertation in December ot this year. Fishback explained if he gets a good job offer he is prepared to leave but if he does not he still has two more years to work on his dissertation. I toid Fishback that I was there to follow up on concerns about the comments he made. I explained the comment was something like "would it be justified to kill someone why violates someone else's liberty." Fishback responded saying, "I said I would prosecute them to the full extent fthe law.Fishback stated he has the email somowhere and could show me. He stated he had sent this email co the department because his rights have been violated. Fishback said a lot of this is from when he was in the Army, adding that is where he was before coming to U of M.. Fishback stated "it is way above anything you could understand, I am talking to Congresswoman Dingell's office about it." He explained his primary problem Is with the Army but there are enough people at U of M who know what is going on and they should be doing something about it. Fishback said if he finds out that someone had enough knowledge to do something and did not, he would prosecute them. I asked Fishback what is the expectatioa for someone at U of M to do with regards to the Army. Fishback advised he did not owe me an explanation of this. Fishback explained he knows something happened with the Arny, which was bad. He knows that sonke people at U of M have some knowledge ofit. Fishback added he does not know if they have enough knowkedge that he should hold them responsible. F'ishback said, I have made contact with Congresswoman Dingell and anong other things, I have been raped, so it's serious stuff." I asked Fisnback when he says he was raped if he is saying he was sexually assauited while at U of M. Fishback advised the sexually assault occurred while he was facuky at West Foint. Fishback stated when he came to U of M in 2015 he did not know the full extent of what was going on. Fisnback said that here is no way to explain it to me that would be plausible. Fishback explained his message to U of M was if. somcone knew about what was going on and did nothing about it, he would prosecute them to the full extent of the law. He said this is very wrong and he will not tolerate it. Fishback explained they should not try to cover their tracks and go the wrong way. He added, if they want to cone to him and say what is going on, then he will be a tean player. I asked Fishback if he currently thinks that someone has this knowledge or if hs saying that if he later finds out they did, he would prosecute. Fishback stated if he later found out, he would prosecute. Fishback explained he got entangled with high ranking generals, a former President. of the United States and the CiA.
