Pursuant to the understanding referred to in paragraph 9, or pursuant to an understanding unknown to the ATTORNEY OENERAL, the defendant agreed to act, and in 1978 began to act directly and indirectly, through agentsp employees, officers, servants and assigns by engaging in the nominal hosting of receptions and dinners in honor of a Libyan delegation, the undertaking of speaking engagements and the escorting of a tour of Libyan delegates to certain_ U.S. cities, all of which was for the purpose of portraying Libya to the American people as an emerging third world nation, potentially friendly to the U.S., and interested in expanding its commercial contacts and intercourse with the . United States through a "people to people" program. ll. Pursuant to the understanding referred to in paragraph 9, or pursuant to an understanding unknown to the ATTORNEY GENERAL, the defendant agreed to participate in two highly publicized visits to Libya in September 1978 and August l979, the latter trip lasting about one month and occurring during the celebration of the 10th Anniversary of the Libyan Revolution. The presence of the brother of the President of the United States at events commemorating the Libyan Revolution was important to Libya in order to obtain maximum coverage of the events by U.S. media entities and to create the appearance of approval by the United States of the Libyan Revolution.
