this society was to promote Libyan foreign policy objectives
by attempting to improve the image of Libya within the
United States through cultural exchanges and visits.
14. As compensation for making his best efforts.

defendant received substantial compensation including, but

15. As additional compensation to be received in the
future, for making his best efforts pursuant to the agreements
in paragraphs 9 through 13, or to an agreement unknown to the
ATTORNEy GENERAL, the defendant was held out by Libyan
officials to the U.s. business community as a commercial
intermediary through whom U.s. business entities could deal.
