UNCLASSIFIED/LES (U) Crimes Against Children and Human Trafficking Program Policy Guide 4.5. (U) Transportation of Child Sexual Abuse Material. (U) Case analyses, research, and experience have shown that some of the most prolific abusers of children are first investigated solely based upon a complaint or a lead regarding possession and/or distribution of CSAM. FOs are strongly encouraged to evaluate these cases for links to organizations, criminal enterprises, e-groups, and producers of CSAM. (U//FOUO) FOs must work all possession of CSAM investigations under the 305D classification. (U/FOUO) FOs must work all distribution of CSAM investigations under the 305I. classification. 4.6.(U) International ParentaI Kidnapping (U) IPK, whether as a result of an individual taking or wrongfully retaining a child (or children) with the intent to obstruct the lawful exercise of parental rights, merits the full and timely attention of Iaw enforcement. The child should be considered to be in danger, especially when the person taking or retaining the child has previously threatened to abduct or harm the child, has threatened to harm himself or herself, or is otherwise unstable.. (U) Because of the complex nature of these investigations, CACHTU has issued guidance for addressing IPK matters, which can be found on the CACHIU BuNet page.. (U//FOUO) FOs must work all IPK investigations under the 7B classification. 4.6.1. (U) Reporting Requirements (U) FOs must advise CACHTU via FD-705 *Kidnapping Qflense Keport Form[sL within 15 calendar days of the initiation of all 7B (International Parental Kidnapping) predicated investigations. (U) Additionally, FOs must advise CACHTU within 15 calendar days of the closing of all 7B predicated investigations by submitting completed FD-70S ^Kidnapping Qffense Repont Fomlsl after submitting ECs that provide summaries of the investigations. 4.7. (U) Human Trafficking (U/FOUO) The HT subprogram of the CACHTP covers two categories: (1) sex trafficking and (2) Iabor trafficking. The HT subprogram includes investigating crimes with a domestic or foreign nexus, as well as both adult and minor victims. HT investigations, classified as 50 matters, involve the sex trafficking of minors (STM) (50D classification), sex trafficking of U.S person (USPER) adults (50E classification), sex trafficking of non-USPER adults (50F) classification), forced labor (50B classification), and domestic servitude (50C classification) (U//FOUO) HT victims are eligible for a variety of services and immigration relief.. Investigations should be closely coordinated with FO victim specialists (VS). A foreign victim may be submitted for immigration relief through continued presence (CP) to U.S. Immigration and Customs Enforcement (ICE). Consult with the VS for specific policy guidance on T visa and CP matters. 4.7.1. (U) Sex Trafficking (U) Sex trafficking is the recruitment, harboring, transportation, provision, or obtaining of an individual who, under force, fraud, or coercion, is induced to perform a commercial sex act.
