(U) Mann Act - Sexual Exploitation of Children investigations typically involve individuals who
knowingly transport children across state lines for the purpose of engaging in sexual conduct
with them.
(U) FOs must work all Mann Act - Sexual Exploitation of Children investigations under the 31C
classification.
4.3.5.
(U) Child Sex Tourism
(U) CST investigations involve United States (U.S.) citizens or permanent residents who travel
to, or reside in, a foreign country with intent to engage in sexual acts with a child-with or
without consent, with or without exchange of payment or favors-or cause the sexual
exploitation of a child located outside the United States to occur via the Internet (e.g.,
livestreaming)
(U/FOUO) FOs must work all CST investigations under the 31F classification.
4.3.6.
(U) Crime on Government Reservation - Sexual/Physical Abuse - Minor Child
(U) These investigations involve the sexual or physical abuse of children on government
reservations.
(U//FOUO) FOs must work all Crime on Government Reservation - Sexual/Physical Abuse -
Minor Child investigations under the 70E classification.

4.4. (U) Sexual Exploitation of Children Enterprises
(U) Investigations conducted into Sexual Exploitation of Children Enterprises involve the
disruption and dismantlement of online groups, organizations, and for-profit enterprises whose
focus is the sexual exploitation of children. Subjects of these investigations use the Internet to
share CSAM and/or to profit from it, to communicate with other sex offenders, and to further the
sexual exploitation of children. These complex, multijurisdictional, multisubject investigations
represent CAC that the FBI must address domestically and internationally..
(U//FOUO) In addition, these investigations include the involvement of commercial CSAM
websites, as well as companies that knowingly derive financial benefit from the sexual
exploitation of children.
(U//FOUO) FOs must work all Sexual Exploitation of Children Enterprises investigations under
the 305A classification..
