4.2.6.
(U) 24-Hour Presumptive Clause
(U) In a case where there is evidence of a kidnapping, failure to release the victim within 24
hours creates a rebuttable presumption that the victim has been transported in interstate or
foreign commerce. A federal investigation may be initiated, however, even before 24 hours have
elapsed (before the presumption of federal jurisdiction has taken effect). It is not necessary,
therefore, for the FO to wait 24 hours to initiate a child-abduction investigation.
(U) Likewise, it is not necessary for the evidence to show that the victim was actually moved

4.2.7.
(U) Child Abduction Rapid Deployment Team.
(U) The Child Abduction Rapid Deployment (CARD) Team is designed to deploy FBIHQ and
FO investigative and intelligence personnel with proven experience in child-abduction matters as
a rapid, on-site response to provide investigative, technical, and resource assistance to an
ADIC/SAC during the most critical period following a child abduction (particularly in a
nonfamily child abduction). The missing or kidnapped child must be entered into the National..
Crime Information Center (NCIC) system before a request for CARD Team assistance may be
made. Local agency entry into NCIC is sufficient to request CARD Team assistance; the FO is
not required to make a duplicate entry into NCIC. The FO must initiate an investigation, using
the appropriate case classification, and the request for CARD Team assistance must be approved
by the ADIC/SAC or his or her designee. Requests for the team must be made to the CACHTU.

(U) To request BAU-3 investigative support, FOs should contact their respective BAU.
