UNCLASSIFIED//LES (U) Crimes Against Children and Human Trafficking Program Policy Guide. subsection 7.12 for a Full Investigation) must provide a brief summary of why the case was opened, as well as information as to why the case is being closed. Each opening and closing EC must include CACHTU and the FO's PCOR in the distribution to provide proper notification of ongoing investigations. (U//FOUO) If an office of origin (OO) transfers a complaint, an Assessment, or a predicated investigation to another office, the OO supervisory special agent (SSA) must notify the appropriate SSA in the receiving office of the pending transfer. The receiving office SSA must then positively confirm to the OO SSA that he or she has received the transfer. These notifications and confirmations must be conducted verbally and must also be documented in Sentinel via EC and an action lead set by the OO 4.1.2. (U) Liaison and Training. (U//FOUO) All substantive contacts with FO liaison partners must be documented appropriately, per DIO(: Section 11. Establishing and cultivating professional relationships with liaison partners is essential to building and maintaining a successful CACHTP, as those relationships help FOs to more specifically address the CAC and HT issues within their respective AORs, and to assess threats more accurately.. 4.2.(U) Child Abductions. (U) The mysterious disappearance of a minor, especially a "child of tender years" (12 years of age or younger), under circumstances that suggest involuntariness, abduction, and the like, requires an immediate response by the FBI, regardless of how the case comes to the attention of. FBI personnel (e.g., media reports, police requests for assistance, family notifications, or otherwise). Of the children who are abducted and killed each year in the United States, the majority are murdered within a few hours of being abducted. Because of this, the FBI considers all mysterious disappearances of children of tender years as stranger abductions until. investigations into those disappearances determine otherwise. For this reason, rapid deployment of investigative resources upon notification of a mysterious disappearance may enhance the odds. of recovering the victim alive and may facilitate the identification and arrest of the offender, thereby preventing others from becoming victims.. (See subsection 4.2.7. of this PG, "Child Abduction Rapid Deployment Team," and the Child Abduction Response Plan.). 4.2.1. (U) Procedures (U) FOs must support local authorities with FBI resources and be actively involved, should federal kidnapping jurisdiction be established. (See subsection.4.2... of this PG and DIOX) Section 12.) FOs must consider the totality of the circumstances surrounding the missing child when determining the extent of the FBI's response. For example, FOs do not routinely respond. to repeated runaways, which are cases within the jurisdiction of local agencies; however, the circumstances surrounding the disappearance of a child of tender years-even one who has previously run away-must be carefully reviewed on a case-by-case basis, and it must be determined whether the expenditure of FBI personnel resources is justified. Prompt response from the FBI will ensure effective liaison and coordination of investigative jurisdiction, as well as the proper application of investigative/preliminary inquiry policy. The FBI's goal in offering assistance is not to control investigations but rather to offer the FBI's technical, investigative, and forensic resources to ensure that sufficient resources and skills are employed during the initial efforts to recover abducted children.. 7 UNCLASSFIED//LES
