UNCLASSIFIED/ALES (U) Crimes Against Children and Human Trafficking Program Policy Guide 4.(U) Processes and Procedures. 4.1. (U) Guidance for All Crimes Against Children and Human Trafficking Investigations (U) This subsection applies to all CACHTP investigations. Guidance on specific CACHTP investigations can be found in the following subsections: U) Subsection 4.?., "Child Abductions'. (U) Subsection 4.3., "Contact Offenses Against Children". .(U) Subsection 4.4., "Sexual Exploitation of Children Enterprises" (U) Subsection 4 5., "Transportation of Child Sexual Abuse Material' (U) Subsection 4.6., "International Parental Kidnapping'. (U) Subsection .7.1., "Sex Trafficking' .(U) Subsection 4.7.2., "Labor Trafficking (U) Subsection 8., "Other Crimes Against Children and Human Trafficking Matters" (U) All records must be maintained in the appropriate investigative case classifications, as noted in the below subsections.. 4.1.1. (U) Opening and Closing Communications and Coordination with the Crimes Against Children and Human Trafficking Unit. (U7/FOUO) Assessments' based on law enforcement referrals, public referrals, liaison contacts. open-source information or reporting, or by other means do not require notification to CACHTL; however, CACHTU should be notified when significant complaints or Assessments have been generated. If an Assessment is converted to a Preliminary Investigation (PI) or a Full Investigation, an opening FD-1057, "Electronic Communication" (EC) [Sentinel], must be generated, and CACHTU must be included in the distribution. Additional information on Assessments, PIs, and Full Investigations can be found in DlOX3 Sections 5 through 7. (U/FOUO) Per DI(Xi subsection 5.1.2, if an FD-71q associated with a CAC matter or b7E an HT matter is not closed as Information Only or converted to an Assessment or predicated investigation within 30 days, the SSA must conduct a justification review every 30 days (recurring until the FD-71a Jis closed) in accordance with Dk(X: subsection 3.5.4. The justification review standards must be documented in (U/FOUO) An opening communication (per DIOG subsection 6.7 for PIs and subsection 7.7 for Full Investigations) must provide a detailed summary of case predication that outlines relevant facts and circumstances, including specific allegations. All opening communications must accurately reflect case investigative classifications and must include all applicable erime oroblem! indicator: (CP1) codes. A closing communication (per DIOG subsection 6.12 for a PI and ' (U//FOuo) The term "assessment' is used in two contexts within this document. When capitalized. issessment. refers to an invcstigative matter (scc DiO(3 Scction 5 for information on Asscssments).
