UNCLASSIFIED//LES (U) Crimes Against Children and Human Trafficking Program Policy Guide 3. (U) Policy Statement (U/FOUO) The FBI is responsible for investigating violations of federal CAC and HT criminal statutes. These laws are designed to protect victims of CAC and HT within the United States and its territories. (U//FOUO) The mission of the CACHTP is to enforce federal CAC and HT statutes and to combat CAC and HT threats. All CAC and HT investigations must comply with allozue. (U//FOUOy The CACHTP is divided into two subprograms, CAC and HT, which are further subdivided. The CAC subprogram is divided into six categories: (1) child abductions, (2) contact. offenses against children, (3) sexual exploitation of children enterprises, (4) trafficking of child sexual abuse material (CSAM), (5) international parental kidnapping (IPK), and (6) other crimes. against children. (U/FOUO) The HT subprogram is divided into two categories: (1) sex trafficking and (2) Iabor trafficking. Due to the nature of CAC and HT violations and the impact of those crimes on victims and their families, potential CAC and HT crimes must be assessed promptly and, if appropriate, investigated thoroughly 5 UNCLASSFIED/ALES
