(U) After receiving the CIR via e-mail from NCMEC, VSD must provide the case agent with a
victim information report (VIR), which includes victim information, indicates whether or not a
victim impact statement (VIS) is available, and explains the process for obtaining the VIS. Case
agents must provide the VIR to the prosecuting attorney
(U) A CVIP comparison is mandatory for any investigation pertaining to the sexual exploitation
of children involving suspected CSAM. In order to comply with the AGG-VWA, investigating
agents must provide the results of the CVIP comparison to the prosecuting attorney in a timely
manner to afford the prosecution enough time to ensure these rights are adequately protected
4.13.1. (U) Newly Identified Child Victim
(U) When an investigation identifies a victim of a previously unknown series, a "newly.
identified child victim" submission must be completed by the case agent within ten business days
of identifying the victim. This submission is also required to comply with the AGG-VWA

(U) An individual "seen before" request is not needed if a case agent has already made a "newly.
identified child victim" submission containing the same visual depictions-the "seen before'
will be produced by NCMEC when the "newly identified child victim"' submission is processed

(U) If a current or former child victim discloses sexual abuse and believes that visual depictions
were produced, visual depictions and/or descriptions may be sent to NCMEC for review to
