M Be'sr greatly concerned about the disturbances which have arisen during the course thereof in the Western Hemisphere. He said that they were particularly anxious to ascertain the sources of the disturbances and whether they were spontaneous and came from within the countries visited by Governor Rockefeller, or whether there was a pattern of a conspiracy initiated from the outside of these countries that led to the disturbances.
