For example, Willauer noted that there was a strong aversion to attempts to set a firm date for D-Day, with the oppon~nts basing their arguments on the fact that the OAS would be sure to get in on the act and, moreover, that military planning should be deferred until it could be determined if the economic sanctions would work to Castro's disadvantage. On the question of economic sanctions Willauer pointed out to the people in State that since the Soviet Union was so strongly committed to support the Castro government, economic sanctions would have little or no impact on Castro's position. Willauer also argued that there was going to be revolutionary activity in Cuba, whether the US had a hand in it or not; and he empha- sized that, in any event, the US would be blamed for it. Both Jake Esterline and Col. Jack Hawkins pointed out that another reason for firming up the D-Day date concerned the logistics of the troop movement; and both urged as early a date as possible because of the already mentioned improvement in the military capability, equipment, and training of Castro's - 178 - WPSECREI ,
