Since most Web users fail to go to the trouble, such domains remain invisible to mainstream audiences. Ina paper posted on the ICANN Web site, President M. Stuart Lynn says the structure of the Internet requires a central authority like ICANN, because alternative roots could direct Web browsers to the wrong sites, or e-mail to the wrong person.
