. Mr, TRALA states that the only real edatnistrative difficulties he
sould envision at this point might arise in Mexico, Chile, Colombia end
_ Argentina. In the first three named countries, Mr. IRALA believed that it
would assist the Bureau if a member of the Basque delegation went to each
of these countries; picked out the best Basque representative there; gave
him complete instructions as to dealing with the Bureau's representatives
in order to insure efficient operation of the Basque information service in
the three countries already mentioned. He states that in those three
eountries, the contradiction of orders from President AGUIRRE relative to
what American intelligence agency Basques should deal with have caused
