He stated that it would be wise in view of pre- vious conflicting instructions by President Aguirre, and in view of the confusion as to the United States Government intelligence agencies in the minds of the Basques in Jatin America, that if a member of the Basque delegfation proceaded to Mexico, Chile, and Colombia and gave complete instructions to the Basque dele- n thesé countries, it would insure efficient operation of the Basque infor vice there.
