Irala pointed out that it would be necessary for the Legal Attaches
to advise the Basques as to informtion desired and to generally supervise their
operations. At the present time the Basques are intensely interested in com-
bating Communism, and steps have already been taken to infiltrate the various
Commnist organisations throughout Latin America. The Basques are making a
particular study of Mexico, inasmuch as they consider Mexico as the headquarters
: for the Commmist movement in latin America, He stated that although emphasis
was being placed on Commnism by the Basques, this does se their men
