Inasmuch as the Bureau had agreéd with Mr. IRALA’s suggestion that a Basque representative from Venesuele proceed to Mexico, Colombia and Chile, it was felt by Mr. Doyle speedier results can be obtained, with no additional ex- pense to the Bureau, by having the Basque representative from Veneguela stop in Cuba and Colombia en route from New York to Caracas and in those two countries perfect the arranging of closer liaison between the Bureau and the Basques. It appears that the Veneruelan Basque representative hes been oalled to lew York City by President AGUIRRE for a conference and is due to arrive in Hew York City on or about April 20, 1944. Irrespective of the results of this conference which concerns Basque matters, he will be sent back to confer with the Basque representatives in Cuba, Colombia and his om assistants in Venezuela, outlining to them the new arrangements whereby the Basques will dea] exclusively with Bureau representatives in those three countries. Mr. Doyle will meet this Basqué representative with Mr. so that there will be a clear understanding of what the arrangements are. From conversations with Mr. IRALA, it became quite apparent to Mr. Doyle that the Basques in the Republic of Mexico offer great possibilities to the Bureau's work in that country. However, at this time, there exists little orgenization in the Basque Delegation. Mr. IRALA feele that if he goes to Mexico, working in conjunction with the Bureau's representatives, he could in a very brief time of ten days to two weeks, set up an organization ? for the Bureau's use. He suggested that the Bureau might give consideration a to assigning one Agent in Mexico to work with the Basques constantly and if ‘ such @ plan is feasible, Mr. IRALA will so instruct the Basques in Mexico and will introduce the Agent so designated to them. The Bureau might con- sider the assignment of an undercover Agent in Mexico City to such @ project. Mr. IRALA believes that he could leave for Mexico on this mission or or about April 30, 1944.
