Dear Sir:
: There is attached a photostatic copy of an abstract prepared from a regis-
tration statement filed by the subject with the Foreign Agents Registration Section of
the Department. Individual abstracts will be furnished by separat2 letter on any other
registrant in your territory.
If you have an investigation of a national defense character pending regard-
ing the subject, this letter and abstract should be made a part of that file.
If you do not have such an investigation, a "dead 97 file" should be opened
but no investigation need be initiated until a complaint is received alleging that the
agent is active outside the scope of his registration or violating the act in some other
manner,
It is noted that considerable additio: al information is set forth on the
registration statement, and that corresponience regarding the registrant may be found
- ~o or
in the files of the Foreign Agents Registration Section of the Department. It is there- es
fore suggested that, if investigation is conducted concerning this individual, you re-
quest the Washington Field Office by lead to obtain all available information from the
files of the Foreign Agents Registration Section of the Department of Justice.
. The Foreign Agents Registration Act of 1938 as Amended, effective June 28,
1942, requires that all agents of foreign principals must file a registration form
with the Attorney General identifying the agent, his activities and the foreign pri:
pal he represents. Registrants subait one of two types of forms. Agents of Lend- Lease
nations submit a form, which is not available for public inspection, designated Form
S-F. Agents of foreign principals not connected with Lend-Lease governments submit a
form, which is available for public inspection, designated Form 2-A. Abstracts are
made in the Foreign Agents Registration Section of the special War Policies Unit from
the 3-F and 2-A form submitted by these agents and copies of the atstracts are fur-
nished to the Bureau. Photostatic copies of thi 3e abstracts are being - furnished ey,
the offices covering the districts in which these agents are located,
