Instructions were issued to the Birm: am Office and
eight neighboring offices to immediately initiate jinterviews of all
known Klansmen and hate group members, particularly members of the
National States Rights Party (NSRP), and to establish the whereabouts
of all bombing suspects during the pertinent period and to conduct
appropriate interviews of them, The offices were instructed to at
first single out Klan members and hate group members who would most
logically deplore instant bombing and who would be likely to furnish
information of possible assistance. The tactic of first interviewing
lesser persons in Klan and hate groups is being utilized in view of
the heinous nature of the crime and the possibility that such
individuals would not condone such a crime, The normal procedures
of interviewing key individuals in these organizations are, of
course, also being followed,
The Birmingham Office has completed interviews with persons
who reported they had information of possible value and are proceeding
with interviews of possible witnesses who were in the area at the
Jacve of the explosion. No information of value has yet been
developed concerning the identities of the individuals responsible
for the crime, Two automobiles, which were reported as possibly
being involved, have been checked out and no pertinent information
developed,
A preliminary examination of the crime scene by the two
representatives from the FBI Laboratory confirmed the opinion of the
local fire marsbal that a high order explosive, possibly dynamite,
was used in the bombing, A detailed foot-by-foot crime scene
search will be conducted on the morning of 9/16/63 during the
daylight hours.
