According'to SAC Faisst, such summary would include ga identity of principal suspects and in some fashion what evidence is available to justify their consideration as suspects. The objective nature of our investigation would be pointed out noting specifically that all possible suspects irrespective of their race would be given appropriate consideration and investigative attention, RECOMMENDATION: This matter has been discussed with Faisst and also the Departmept and it is believed that the recommendation of the BAT goes tog far in thé amount of information that should be furnished to the grand jury. At the present time, although we have developed extensive information concerning the activities of the principal suspects, we have not established. a Federal violation: consequent! all that should be given to the grand jury is a brief statement that ia Bureau” initiated an extensive investigation at thé very outset of this case and that we are ‘continuing to éxert all-dut "effort to’ bring this matter toa logical Conclusion; thatwe have cooperated with the local authorities throughout the investigation and are continuing to cooperate; that we have conducted thousands of interviews; that we have conducted extensive technical examinations of various types of -2-
