I believe existing law empowers Federal intervention to a degree by making it a Federal crime to cross a state line in order to escape prosecution resulting from a crime such - as a church bombing. Does the FBI use this provision as ee a basis for Federal investigation of such a crime? Is the FBI currently active in investigating the Birmingham church bombing as a help to state and local law enforcement agen- icles? Your advice on these points and any other informa- ,tion you wish to give me will be extremely helpful in ex- ‘plaining the situation to my constituents many of whom now feel that the Federal government will not or cannot take steps to intervene in a situation such as now exists jin Birmingham.
