REQ. #53 ‘The terrorist threat of today presents complex challenges Today's terronsts lessly across borders and continents, aided by sophisucated nons technologtes, they finance their operations with elaborate fondme schemes, and they patiently and methocheally pian and prepare iheir attacks To meet and defeat this threat, the FBI must have several critical capabilities First, we must be intelligence-dnven. To defeat the terronisis, we must be able to develop intelligence about their plans and use that intelligence to disrupt those plans. We must be global. We must continue our efforts to develop our overseas operations, our partnerships with fors.gn services, and our knowledge and expertise about foreign cultures acd our terrorist adversaries overseas. We must have networked information technology systems. We need the capacity to man and share our mformation effechvely Fimaily, we must remain accountable unde: the Constitunon and the rule of law. We must respect civil liberties as we seek to protect the American people. Prior to September 11, 2901, vanous walls existed that prevented the FBI fom shanng not only with other members of the United States Intelhgence Community (USIC), but wittun the FBI itself. Legal walls - real and perceived -- prevented the integration of intelligence and criminal tools terrorism investiganons Cuttura! walls -- real and percerved -- contmued to hamper coordination between the PBI, the CIA, and other members of the USIC. Operational wails -- real and percerved — between the SBI and our partners m state and local law enforcement contmued to be achallenge Since the September [1th attacks, we and our partners have been breaking dowa each of these wails The legal walls between intelligence and law enforcement operations that handicapped us before 9/L1 have been slimimated. The PATRIOT Act, the Attomey General's intelligence shanmg procedures, and the opinion from the Foreign Intelhgence Survaiilance Court of Review tore down the leg ediments fo coordination and i formation-sharng between ermunal vestigators and intelhgence agents We can now fully coordinate operations within the Bureau and with the USIC We can also depioy the full range of 000004668
