can finally take full operational advantage of our dual role as both a law
enforcement and an intelligence agency
We are eliminating the wail that histencaily stood between us and the CLA The
FBI and the CIA started exchanging senior personnel in 1996, and we have
worked hard to build on that effort. Today, we and the CIA are integrated at
virtually every jevel of our operations. From Director Mueller's daily meetings
with George Tenet and with CLA officials at his bvice-daily threat briefings, to our
joint efforts in transnational myestigat.ons, to our coordinated threat analysis at
the Terrorist Threat Integration Center (TTTC), the FBI and the CTA have
enhanced our uteraction at every level, This integration will be further enhanced
later this year when the FBI's Counterterrorssm Division (CTD) collocates with
the CLA's Counterterrorism Center (CTC) and the TTIC at a new facility in
Virginia
We have also worked hard to break down the walls that have, at times, hampered
coordination with our 750,000 partners m state and local law enforcement. We
have more than doubled the number of Joint Terrorism Task Forces (ITTFs) since
Q/L1. We have processed thousands of security clearances to permit law 0s
enforcement officers to share freely in our investigative mformation. We have
created and refined new mformation shanng systems that electronically link us
with our domestic partners And, we have brought on an experienced police chie?
from North Carchina to serve as our State and Loca! Law Enforcement
Coordinator
2. Given these lessons learned, what specific and concrete remedial measures is the FBI,
working with Federal, State and local partners, taking to ensure that the organization has
enhanced its capacity to prevent future such catastrophic terrorist attacks on the
homeland?

Since September 11, 2001, the FBI has undertaken a mimber of ininatives to
imaprove information sharing and coordination with our national and mternaticnal
partners. We began by quuckly mereasing the number of JTTFs across the
country, bringmg the number up from 35S to $4 nationwide. The JTTFs partner
FBI persomiel with hundreds of investigators from various federal, state, and local
agencies and are umportant force mulupbers wn the fight agamst terrorism.
We also established a Nahonai Jom Terrorism: Task Force (NITTF) at FRE
Headquarters (FBIH(), staffed by representatives from 38 federal, state, and locai
