SCION connects to the USIC (intelink) via the Metropolitan Area Network and JWICS. SCION is the business tool for the FBI's OF, CT, and CY Divisions and has enabled SBIHQ CT and Cl personnel to perform their duties more efficiently and effectively. For example, the FBI uses SCION to contribute io the President's Terrorist Threat Reports and IRs. SCION ts currently available to over 1000 users at FBTHQ, and the FBI has initiated a pilot deployment project in the New York, Boston, and Kansas City held offices. As fimding becomes available, SCION will be made available to all ¥BI field offices. Limited access to Intelink 1s available im most field offices through the FBI's Intelligence Information System Netwock (ISNET), though this access is accomplished through older and often madequate workstations located m staal] Sensitive Compartmented Information Facilities (SCIF) that are not aecessible to all Special Agents or analysts.
