presentations at the conclusion of the DIA exercise.
Joint Miltary Intelligence College: Representatives from the College met
extensively with staff from the Joint Military Intelligence College (IMIC) curing
the Spring and Sumumer of 2002 and exammed JMIC's curncuhum to determine
how it could be incorporated into FBI analyst raimng Both parties agreed that
the best vehicle for taking advantage of the JMIC's expertise would be the
establishment of a “scholarship” program whereby the FBI would send analysts to
JMIC to obtain a Master of Science degree m Strategic Analysis, The FBI
inttiated such a program during FY 2003
9. By what performance criteria is the FBI assessing the outcomes of its new training
initiatives? Have any studies been conducted? If so, what are the resulis?
As indicated in earlier responses, intelligence analysts’ basic and advanced
traimng courses are being revised and umproved In the current basic intelligence
training module, students are afforded an opportunity ts complete Level 1
evaluations, s.¢., how they reacted to the struction. The evaluation results have
revealed consistent student satisfachon with the trainmg they received
Level 2 evaluanons, Le., learning impact as a result of the traming, are prmarily
conducted via the practical application of learmng through class exercises,
Students participate in numerous group exercises which provide them with
opportumties to apply the knowledge they have gained to real world situations.
Thus level of evaluation is also being expanded dunng FY 2004 to mclude a
comprehensive final exam at the conclusion of the six-week BLA course.
The College has not had an opportunity to apply evaluations at Level 3 (behavior)
or Level 4 (return to FBI) because of the evolution of mtelligence analysis
processes within the FBI itself, However, the College anticipates being able to
umplement these two levels of evaluation m FY 2005 with the benefit of Ol's
CONOPS and supporting policies and procedures and the development of the
expanded basic analyst course (ACES J}.
10. The FBI continues to update its information technology in support of its mission.
Numerous General Accounting Office and Department of Justice - Office of Inspector
General studies have critiqued the lack of an overall enterprise architecture for the changes
eurrently being mace. Has the FBI developed an enterprise architecture for integrating the
many ongoing information techaclogy improvement projects in which it is engaged?
