I think the FBI may be just about the only institution with a teal capability in this area. It is laughable to suggest that the "ethics" committees of the Congress would adequate- ly police their members, They are Past masters at the art of "wrist- slapping" and tail-covering. It is no wonder at all that the Congress of the lowest confidence Yatings of any American institution. ieee I hope and pray the FBI won't be intimidated, and that it intends
