Dear Sir:= Puravant to telephonic instructions received from Mir. Vincent Hughes on October 13th and 14th, 1930, Agents Albert Milier, Kk. T. Little and D. DiLillo eonferred with Special Assis- tant to the Attorney General, Mr. I. B. Oseas, who arrived at the Cuicazo Bureau Office on the morning of October 15, 1930 at 9 A. KM. The investigation conducted by Kr. Oseas and the above named Agents will be covered in the fori of 8 report wiich will be subitted shortly. During Lr. Oseas' visit he informed the writer that he desired Agents Little and Miller to interview approximately twenty persons, all located in the city of Ci.icago, and engaged in various phasss of the juice grape business, and such other persons having useful information, which interviexs with the foregoing may disclose. It wes kr. Osees' iden to obtain, if possibie, signed statements fran all persons interviewed, and he was informed that the Cuicazo Bureau O*°fice would make every effort to comply with this request. As a resuit of the conference had by Mr. Oseas with Mr. Coarles Irrgang, Mr. Osees decided that agent Dilillo could be used to advantage in conducting an underecover investigation. The present plan is to bave Agent Dilillo purchase a carloed of grapes acd sell then at the juice grape terminal of the Chicago & North Western Hailway. It is expected that shortly after Agent Dilillo \ becomes engaged in the above business he will be approached and ‘ either requested to discontinue or contribute a certain amount of money for the privilege of conducting bis juice grape business at the Korth Western Railway terminal.
