"We have been advised by the National Headquarters that unless the Local Board is of the opinion that a registrant deliberately fails to report for induotion, we should not request waiver for @ man who has reached his 38th birthday. "If the Local Board is of the opinion that the registrant had a plausible reason for not having received his order to report for induction, it should not request waiver for induction as it would not be considered a flagrant case. "If, on the other hand, the Local Board is of the opinion that the registrant has intended to evade service pending his 38th birthday, then the Local Board may request waiver."
