One _way of summarizing the insti-

these men, the callous rapists, the child

most people to believe; the danger the
average woman and her children face
from them has been greatly exaggerated.
Group II is made up of men who may
have been indiscreet, may have been
immoral, but were in no sense vicious;
they did what they did in private, and |
with a willing partner: Such are many of“
the men convicted of statutory rape,
adultery or fornication, and most of the
homosexuals. They help inflate the
statistics and add to our fears about sex
