Portions of this article are quoted as ‘ follows: "In the report released to the press over the weekend, the LEC said the safety of the people of West New York is in the hands of officials ‘unfit' to hold high office. “The report adds that the conduct of West New York Police Commissioner ERNEST J, MODARELLI ‘ and Detective Capt. CHRIS GLEITSMANN ‘strongly suggests'that their relationship with the criminal element may go much deeper than intercession and attempted biribery on behalf of an ex-convict. "The report describes Mr. MODARELLI as ‘gsedulously avoiding' a council subpoena and con- cludes that Capt. GLEITSMANN ‘did attempt to bribe! a New York State trooper. "It 1s obvious... that the public welfare and safety of the people of West New York are in the hands of officials, such as MODARELLI and GLEITSMANN, \ who have demonstrated their unfitness to hold the high offices of director of public safety and captain of detectives. "The report absolves Detective Sgt. PETER J. POLICASTRO, who drove Capt. GLEITSMANN to Binghamton, N. ¥., and attended the meeting at which the bribe attempt was allegedly made. The report says of Sgt. POLICASTRO, 'It does not appear that he actually participated in the bribery attempt."
