In the "New York Herald Tribune" e@ition
of January 15, 1955. an article appeared stating
that Attorney General GORVER C. RICHMAN, JR., of
New Jersey had appointed Deputy Attorney General
CHARLES JOELSEN to conduct an investigation of the
West New York Police Department. The appointment
of Mr. JOELSEN, who is also Acting Prosecutor of
Passaic County, New Jersey, came after Democratic
opposition killed a legislative bid by Republicans
to continue the LEC.
‘Mr. RICHMAN further stated keat Mr. JOELSEN
would use state troopers who worked /“the NJLEC
for his investigation and tiiat the council had also
agreed to furnish Mr. JOMLSEN with all of the
transcripts of testimony in relation to the West
New York brihery charge and its possible relationshi
to the Apalachin meeting of mobsters last November 1
The article went on to say that the end
of the Gyear-old LEC came despite a vote to con-
tinue the controversial council in office. Senate
leaders sent a delegation to Newark to take over
the records of the LEC,
The "New York World Telegram and Sun"
edition of January 15, 1958, contdned an article
that Deputy Attorney General CHARLES JOELSEN was
Preparing a case against West New York Police
Commissioner ERNEST MODARELLI to present before the
New York Grand Jury the first week in February, and
before the Hudson County Gvand Jury in the second
week In February. JOELSEN said his first step would
