- ¢ The Chicago Committee to Defend the Bill of Rights
(CCDBR) maintains headquarters in Suite 424, 431 South Dearborn
Street, Chicago, Illinois. as :
: A Bource advised in July, 1960, that RICHARD CRILEY, a
member cf the Civil Liberties Conaigsion, Communist Party (CP)of
Illinois, met with key leaders of the CP of illincis and discussed
with them the fact that tke clirate in the United States on civil
liberties and civil rights-isaves.bad changed-to the-extent that
was now possible te proceed to form a ney organization with
broad uass suprort. By doing sc, CRILEY believed that people
who would not ccsociate themselves with an organization of
marrow scope would join a civil liberties and civil rights organi-
gation built around*a broader iswre stch as the abolishment of
the House Committee on Un-Arerican Activities tECUA). The CP
leaders, after receiving assurance from CRILEY 72at any new
organizaticna that might evolve would prcetect ths Farty interests,
authorized CRILSY to proceed with bis plan to form a broader
Organization. -

new organization known as the Chicago Committee to Defend the
Bill of Rights was fcermally launched in Chicage at a mecting
On Octohar 26, 1960, The stated primary purpose of the new .
organization was to seek the abolition ef the HCUA, and RICHARD
CRILEY was naned as its Executive Secretary, after having been
the guiding force in arranging the Gctsczer 26, 1960, meeting.

c--- The first source, in October, 1960, advised that CRILEY
again attended a meeting of the Illinuis District CP leadershinv
un Cotober 28, 1939, av which tame he reportres on the organtza~
ional weeting of the CCDBR. CRILEY stated that the imzediate
purpese cf his organizatica is to obtain rass suppert to abolish |
the HCUA, brt the new Concittese purposes will also include defense
cf Smith Actznd Taft-Hartley victins. He said thsre will be no
formal affiliaticn with any nztienal organizaticn cf sivilar
purpose; however, the CCDER, accordiag to CRILEY, will consult
and have liaiscr with national organizations having the sare
Ppurpese. Acccrding to the source, the CP leadership agreed with
the general direction of the CCDBR as outlined by CRILEY.
A third source advissd on May 3, 1962, that the CCDBR
continues to adhere to the same aims and purposes and operates
under the same leadership.
