More than 8,000 Africans were arrested the first cix moaths of this yeat for not car- rying proper identi fication certificates, while Luropeans are not required to carry identificatica of any kind. Public edsecation is completely segrezated and vastly different in availability and per pupil expenditure. Permits are necded to go into many municipal African townships, and municipalities have only such avthority as given them by the Gover, t. Trade union lepislation provides for racially segre- gated tranches and devalved votes based on skall, which is really a reflection of vace. Most of Southern Fhodesia is still divided into African and non-African areas by the Lend portionment Act. There is ra ] diseriminatioa in the police force in status, unifotias, ete. The List could be extended. the point is thae the South- ern Rhodesian Gevernment deserves credit which it often dovsn't get for advan this front, but it and the British Government often damage the case by claimi more tl 1g actuslly been accomplished. Welcome as are changes toward a nonracial society, it must be kept in mind that the complete elinination of racial injustice on the legal and social front would nat solve Southern Rhodesia's problems.
