(ICS) was initiated and formed by the Comzunist Party, Eastern Pennsylvania and Delewcre (CPEPD), in October, 1962 to build a left-center organization which woulé bo able to initiate political activity. As of May 4, 1964, tha policies of the ICC waro dominated by the CPEPD through Communist Party maibers who wore officers and meabers of the ICC.
