The PBI has modeled its intelhgence program on the tradinonal intelligence cycle used by all intelgence enhties, including those identified m the question. ‘Through the intelligence cycle: 1) inieligence information prorities are identified by national-level officials, 2) collection strategies are developed by analysts and sonmmuniwated to collectars, who then collect the information by developing apprdpriate sources, 3) the analysis and evaluation of collected inteiigence is converted into Intelligence products, 4) intelligence products are disserninated to consumers ingade and outside the FBI, and 5} a feedback mechanism is created to provide collectors, analysts, and collection strategy developers with consumers’ evaluations of intelligence value. To ensure uniform implementation of thesé processes, the Ol led an FBI-wide effort sn 2003 to develop and promulgate a CONOPS foreach process. In addition, the FBUhas developed implementation plans for each CONOPS and implementation is tracked through a master scheduls. While the intelligence cycle outlined above is common to all intelligence entities, the mechanisms by which it isamplemenied are tailored to the overall missions of the orgamizations in which they are housed. The FBI has implemented the intelligence cycle according to four core principles: 1) the independence of the intelligence requirements and collection management process from operations, 2) the mtegration of intelligence production and operations, 3) the standardization of mtelligence processes and policy by the OF and the execution of those processes and policies by all operational divisions, both at headquarters and m the held, and 4) the matny management of all analysts, with performance rating accomplished by operational entities and performance review accomplished by intelligence entities to ensure that analyst standards are maintained 7, Are you modeling your reform hased on any other democratic country’s internal intelligence service? The FRI has studied extensively the mechanismis and structures according te which other democracies perform domestic mteligence production, and has benefitted greatly fom a number of independent analyses of these structures and processes, most notably from the recent stady by the RAND Corporation. We have reached three fundarnental conciusions from our review: 1) each domestic mtelligense service is charged with performing the same basic functions, 2) each nation has built organizations io perform those functions that best leverage ther larger federal and municipal structures, and 3) no organizational construct is sufficrent in and of itself to ehminate “searne" in mformatan shang. 16 MISC.
