8. The FBI has attempted bvice before in the past two decades to integrate its intelligence programs, ‘fhe first initiative ~ also Known as the OMes of Intelligence - was an attempt by an FB] Deputy Director to integrate intelligence across the crimigal and national security programs ofthe FBI. It did vot achieve its desired result, and the organization was liter folded into the second initiative to integrate intelligence, and particularly intelligence analysis, across the PBI - the formation of the Investigative Services Division (ISD). The {SD was disbanded shortly after the events of 9/11/2001. The Committee understands that the events of 9/11/2001 have dramatically increased the importance of leveraging intelligence to counter ferrorism, but are there any systemic obstacles which were. responsible for the failure of these past two efforts that remain in place and may nodermine existing efforts at intelligence reform? Response: These previous attempts were not without concrete achtsyement and thoss who conceived them should be applauded for their efforts. Both of these efforts were launched when various walls existed that prevented the implementation of the vision Legal wails prevented the umegration ofantelligence and criminal tools to combat terrorism. Cultural walls -- real and perceived -- between the FBI, the CIA, and other members of the USIC were problematic. Operational walls -~ real and percenved +- between FS! efforts and those of our partners in state, Jocal, and infemational law enforcement were also problematic. Today those walls are came down, The USA PATRIOT Act, the revised Attommey General Guidelines, and a PISA Court of Review opinion tere down legal walls between mtelhgence and law enforcement. We no Jonger need to develop parallel untelligence and crinunal cases because of restrictions on information sharme. We have also improved our relationship with the CTA and other members ofthe USIC and are integrated with them at every level. Within months, the FRT's CTD, the CIA‘s CTC, and the TTHO will collocate We have also strengthened oar relationship with our state, local, and tribal law enforcement partners through the ereation of AlLof the above is not to say that we are yet where we want to be. The transformation of the FBI into a world-class intelligence organization will require strong leadership, hard work, patience, time, and resources. The FBI can provide the leadership, hard work, and patience. With the support of the Comunittes, the FBI is confident that we will also have the time and resourtes we need to achieve the reauits the nation requires MISC.
