4 PURPOSE: To set forth request of SAC, Atlanta for Investigative
Support Information System (ISIS) assessment for utilization
in captioned case.

DETAILS: Captioned case involved apparent dbauction of 15 ~ \
black children within the past several months in the city NS
of Atlanta, Georgia. The bodies of 11 of these children have
been recovered in Atlanta and four remain missing as of this
date. The FBI has entered the investigation of the four
missing children as possible kidnapings and it is presently
being worked by eight Agents from other Divisions and.six
Agents from within the Atlanta Division. It has been assigned —™ -

On 11/17/80, a conference was held between Deputy,
Assistant Director Charles P. Monroe, Criminal Investigative —
Division (CID), SAC John D. Glover, Atlanta, and Section Chief
Wayne R. Gilbert, Personal and Property Crimes Section (PPCS),
CID, regarding the use of ISIS in this case. It was generally
agreed that institution of ISIS at this point would be somewhat
premature due to the lack of a data base at this time. CID
has instituted the use of Visual Investigative Analysis (VIA) )
but SAC Glover expressed some concern that if a decision is ade
made in the near future to enter the data from this case into. | )
ISIS that it would not be in the proper format. He requested
that FBIHQ send an appropriate individual familiar with ISIS
to Atlanta in the near future to assess the suitability of ©
22 ISIS application in this case, either on-line or off-line. — df
