positively stated to officers in the Detective Bureau that he ras
certain some lew enforcement agency had a wanted notice out for the
individual to whom he referred, This stranger then requested that
additional wented notices be displayed to him, but he was advised
by officere at the said detective bureau that a complete file of all
of the wanted notices issued by lew enforcement agencles was not
maintained. He further stated that he was positive the man to whom
he referred was wanted and that this individual was living at 4419
West lfend Street in Cleveland. It ia to be noted that the Cleveland
Police Department did not demonstrate enough interest in this matter
ta even make a notation of the name or address of this stranger whe
was giving thie information.

about §; Mm. OD september 5, 1934 the Cleveland Police Departmaent
received notice from the Cleveland Hotel to the effect that the thrae
above mentioned women had been arrested at that point. He stated that
these women were brought to the Police Department and were not "booked*®

using the name a. gave her address as being 4 We
Lf¥ist Street; that en were then turned over to the Detective
Bureau for oa whereupon the similarity between the addreas ho _
given by ‘and that furnished by the stranger during the
morning of September 5, 1924 was noted. The only gesture of iInvesti-~
gation made by the Cleveland Police Department was to deliver to a
Neruiser® the addregs "4419 West 172nd Street." It, was’ algo learned
that this "eruiser" drove past the above mentioned address and reported
bask to the Detective Bureau that there were no houses In the 4400 block
on fest 17&nd Street. No further investigation was made by the said
detectives to determine whether the address given by the stranger could |
possibly have been wrong and he could possibly have meant 171st Street,
inetead, but they satisfied themselves with making no further inquiry.
. Upon obtaining the information above noted fron
4t gradually dawned upon. the detective headquarters at ©
there was a possibility that the unknown individual whose name they had f |
not even bothered to secure might perhaps have been referring to 4418 7t..
West l7lst Street, insteed of West i7end Street. This information hav~
ing been obtained from Mee ss carly as 8:00 P.M. on September
§, 1934, no firther investigation was made at 4419 Rest 1l7lst Street
until 4:00 A.M, on September §, 1924, when a squad car, under the
direction of yaided the said house and found
