Mr, Mitchell said that the grand jury investigative
approach <- with the subpoena power -~ was suggested during
meetings between Mr. Foran, Mr. Leonard and the Attorney
General. Dir. Foran agreed to provide a member of his staff
to serve on the investigative team and to provide assistance
to the team during the course of its investigation.
Named to the investigating team in addition to
Mr. Leonard were:
-« James P. Turner, Deputy Assistant Attorney General
for Civil Rights. -Mr. Turner, 39, a native of Colorado,
joined the Civil Rights Division as a trial attorney
February 24, 1965, and participated in many grand jury
investigations and prosecutions of civil rights violations
including some in Bogalusa, Louisiana; Jackson, Mississippi;
Selma and Montgomery, Alabama and Chicago, Illinois.

Mr. O'Connor, 38, a native of the District of Columbia,
first joined the Justice Department as a trial attorney
in the Tax Division in June of 1961, transferred to the
Job Corps in 1965 and returned to the Civil Rights Division
