F, Bates memorandum to Mr. Gebhardt, Procter Sec'y i? 9/17/74, captioned as above. 3 In view of the extraordinary nature of captioned investigation and the multiple fugitives involved, it is recommended that the attached Wanted Flyer featuring fugitives William Taylor Harris, Emily Montague Harris, and Patricia Campbell Hearst be published as is on the centerfold of the November FBI Law Enforcement Bulletin in place of the regular fugitive feature usually appearing on the last page of the magazine. Publication of the flyer as recommended will: 1) be \ responsive to the broadened circularization recommended in fs referenced memorandum; 2) present the information in its most readable form; 3) place the fugitive data in one of the most prominent locations in the magazine; and 4) permit the center- fold (normally pages 16 and 17) to be easily removed- should the reader desire to retain the flyer on his person fox ref- erence purposes. of + 4 It is noted that the flyer will be printed sideways on the centerfold to conform with the format of the pages. This is not unusual and, in fact, will attract the most attention.
