Referenced memorandum pertained to the results of the Hearnap conference. held in Los Angeles, 9/3-6/74. 7 The purpose of this memorandum is to outline the A concept of a public reward offer if initiated by the FBI in this case. JUSTIFICATION: It is apparent that the fugitives are likely receiving illegal or unwitting assistance in one form or another. In an effort to induce anyone who is either directly assisting or has knowledge regarding the fugitives, it is believed that a fi} public reward announcement should be considered. Usually a reward is a "last ditch" attempt to enlist public cooperation inasmuch as it tends to generate numerous, extraneous leads oO which cause highly increased investigative demands. In the Hearnap case, we are not yet at the point where meaningful leads navé been exhausted. However, a reward offer is not being , discounted as it may be implemented at a future date. STATUTORY PROVISION: Title 18, U. S. Code, Section 3059 captioned “Rewards and Appropriations Therefor" ntains the following: . * P rb. 106 Pe 752.00 - SLS7 “There is authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, the sum of $25,000 as a reward or rewards for the capture of anyone who is charged with violation of criminal laws of the United States or any State or of the District of Columbia, and an equals s....ew amqunt as a reward or rewards for information leading to the arfest of any such person, to be apportioned and expendediin fthe dificretion of, and upon such conditions as may be. imposed by thé Attorney General of the United States. Not more’ than™ $25,000 shali be expended for information or capture of any one person. . ath
