behavior. The proposed local county jail sentence would be more than adequate

-In 1972, Popeye's purole officer was Bob McDonough and he made a favorable
recommendation on the guns and hot car beef. He was overruled and Popeye was
violated even though they could find no reason other than traffic tickets.
In 1973 and 1974, Popeye's parole officers were Fred Steinberg and Rich Prouty.
Phey were consistently overruled by the board and superiors in Corrections when
they made favorable recommendations. In 1975, without even waiting to find out
if Popeye pled or was found guilty, they adopted John's recommendation. Accord-
ing to Raymond Procunier, Chairman of the Board, "At the revocation hearing,
